I was a driving force on the Constitutional Reform Agenda.

I was also a member of the Constitutional Committee representing the Government of Montserrat.

When the final Report was written, in my opinion it was far too conservative and catered more to the wishes of the UK Government than to the FUTURE hopes and aspirations of the People of Montserrat.

I was especially dissapointed by the Reports position on Independence, Autonomy, Internal Autonomy, Self Determination, and the various Paths to achieve this goal.

In my opinion the Report did not truly reflect all that was said by the numerous groups, persons and organisation on the issue of Independence and the Right to Self Determination, that we spoke to over the year that the Commission functioned.

In my opinion the educational aspect was far too short and this made it extremely difficult for the People to contribute, significantly in many areas of this Constitutional Review.

The Report, in my opinion was well written to make it appear that the People were conservative, and in effect cater to the UK's needs, rather than represent what was necessary in presenting the Peoples Hopes and Aspirations for Montserrat's Future.

Based on my year of interaction, dedication and commitment, radio programs meetings and lectures, with the objective of creating a document that would benefit Montserrat. Based on what i heard and witnessed, responded to and queried, I refused to be a signatory to the Final Report.

What was passed by the Government of Montserrat under Rubent T Meade's MCAP Party is a travesty, that makes this Report that in my opinion was ultra conservative in its approach, looks now, to be certainly more progressive than the minor, immaterial and superficial changes that were passe into Law by the MCAP Government in 2010.

A journey from 2001 to 2010. Ten years and in the end Mr. Meade who was there from the beginning gave the UK all it desired for the opportunity to be called Premier instead of Chief Minister.

RUBEN T MEADE was a sitting Member of Parliament, from the beginning of the Constitutional Review to the accepting of and the signing into LAW the Montserrat Constitution Order 2010.

IN THE END MERE SUPERFICIAL CHANGES THAT CATERED EVEN MORE TO THE UK'S HOPES AND ASPIRATIONS AND ABSOLUTELY NOTHING FOR THE PEOPLE OF MONTSERRAT
